Bulgaria’s National Assembly rejected the draft decision to mandate the Council of Ministers to include nitrous oxide (laughing gas) in the lists of controlled substances under the Narcotic Drugs and Precursors Control Act. The proposal was put forward by Bulgarian Socialist Party ex-leader Kornelia Ninova and a group of MPs.
The draft decision was rejected with the argument that the so-called laughing gas is not a narcotic and therefore cannot be added to the controlled substances list.
