State Intelligence Agency reports high number of vacant positions and chronic underfunding

Despite active and targeted efforts to recruit personnel, the percentage of vacant positions at the State Intelligence Agency (SIA) remains high, reads the 2024 report of SIA, published on the website of the Council of Ministers. Another issue highlighted by the agency is its chronic underfunding.
As in its previous report, the State Intelligence Agency emphasizes the need to optimize its operational presence in 2025 in countries where the agency currently has no or only limited intelligence presence. The ongoing war between Russia and Ukraine continues to generate significant risks for the Black Sea region, particularly related to maritime security and ecology, the report reads. Moscow will remain focused on the rapid recovery and enhancement of its military potential, the report further reads.
