Swiss Gunvor Group may acquire Lukoil's Burgas-based refinery in package deal with the Russian company

The Russian oil company Lukoil has announced that it has accepted an offer from the Swiss Gunvor Group to acquire the international assets of LUKOIL International GmbH. Lukoil's subsidiary owns all of the group's assets abroad. Lukoil has pledged not to negotiate with other potential buyers.
The deal is subject to preliminary conditions, such as obtaining permission from the Office of Foreign Assets Control of the US Treasury Department (OFAC).
The official announcement on Lukoil's website indicates that the sale of the international assets is necessary due to restrictive measures introduced by some countries.
Until the Russian aggression in Ukraine in 2022, Gunvor was the main international trader of Russian oil and gas. The company is registered in Cyprus, headquartered in Geneva and has many international representative offices. It was founded by Russian President Vladimir Putin's friend, oligarch Gennady Timchenko, and Swede Torbjörn Törnqvist.
