EC withholds part of third payment under Bulgaria’s RRP

The European Commission announced today that it is giving green light for the third payment to Bulgaria under the Recovery and Resilience Plan (RRP), but not in full. Bulgaria will receive EUR 1.47 billion under the third payment, which means that the suspended amount is EUR 149 million.

Bulgaria submitted the request for a third payment on October 1, 2025. The withholding of part of the funds is due to the failure in implementing two key stages - the reform of the Anti-Corruption Commission and the entry into force of a legal act on criminal proceedings and the accountability and criminal liability of the Prosecutor General. Brussels also withheld part of the second payment for the country due to the failure to implement anti-corruption reforms.
