The Parliamentary Committee on Budget and Finance approved the so-called rollover law for the 2025 budget, which will remain in force next year until the adoption of the 2026 budget. Its consideration continues in other committees.
The rollover law provides for a freeze on salaries, except for the minimum wage. Under the Public Finance Act, if the National Assembly does not adopt a state budget before the start of the budget year, revenues are collected according to existing laws. Expenditures and transfers must not exceed those of the same period in the previous year, and must not exceed revenues.
At consultations with President Rumen Radev on December 15, following the resignation of the GERB-SDS and PP-DB government, officials said that a new budget must be adopted by a regular government elected after the upcoming parliamentary elections.
