The four nationally representative employers’ organizations are calling on the President and the Ombudsman to refer the matter to the Constitutional Court over a provision that, at the proposal of Asen Vassilev from PP-DB coalition, was included by MPs in the law extending the validity of the 2025 budget into 2026 until the adoption of a 2026 budget. The provision in question stipulates a one-time indexation of wages in the public sector by the inflation rate as of December 31, 2025.

Fiscal Council criticizes indexation of incomes through the extended budget

“For us, and I believe ultimately for every Bulgarian citizen, it is important to have unambiguous texts that are an embodiment of a clearly defined income policy, rather than of a momentary mood ahead of one or another political election campaign,” noted Rumen Radev, Chairman of the Bulgarian Industrial Capital Association.
