The Greenpeace-commissioned survey also finds strong public support for energy communities and the 2035 energy transition

Survey: Bulgarians welcome renewable energy investments

Bulgaria should prioritise investment in renewable energy, according to a survey on public attitudes and government policy in the country’s energy sector, Greenpeace Bulgaria reported.

The survey found that 32% of respondents believed that renewable energy should be the country's top investment priority, while 25% highlighted energy efficiency and conservation. Overall, 65% of people expressed support for the energy transition by 2035.

The data also indicate strong public backing for energy communities, with 78% approving of government efforts to promote the creation of such cooperatives.

“Unfortunately, public opinion rarely aligns with the decisions of those in power,” commented Meglena Antonova, director of Greenpeace Bulgaria. She noted that energy communities and household solar panels in Bulgaria have largely been developed through citizen initiatives rather than government policy.

The study was conducted by Policy Solutions in partnership with the sociological agency Ipsos for Greenpeace Bulgaria between 27 November and 4 December 2025, with 1,000 people surveyed online.
