According to the Corruption Perceptions Index 2025, published by Transparency International, global corruption levels are alarmingly high and efforts to curb them have failed. Bulgaria, together with Hungary, receives 40 points out of 100 possible, which is below the critical threshold of 50 points, with an average index for the EU of 62 points.
The
country places 84th in the ranking of 182 countries and territories
and shows the worst result since 2012. For
the past 2 years, Bulgaria has lost 5 points. The trend is related to
the weakening of the institutional environment, the ongoing political
crisis, the unprecedented partial cancellation of parliamentary
elections, the closure of the Anti-Corruption Commission and the
delayed election of leaders of key regulators.
