Brussels expressed “serious doubts” just hours after the announcement.
According to the Bulgarian Constitution and given the nature of the decision, it requires ratification by the National Assembly and has no legal effect until it is voted on. The outgoing cabinet stated that it is leaving the ratification to the next National Assembly.
