The European Court of Human Rights (ECHR) has ruled against Bulgaria
in a case over a law that allows the State Agency for National Security (SANS)
to infiltrate companies, non-governmental organizations or the
administration in the name of national security, AFP reported, quoted
by BTA.
The ruling states
that the regulations governing the use of “agents on cover” fell
short of the minimum safeguards against arbitrariness and abuse
required by the European Convention on Human Rights.
No financial penalty is imposed because it is believed that the
non-governmental organization that filed the case has not proven that
the law caused it harm.
