The Minister of Finance will be able to issue government securities specifically intended for citizens. This is provided for in amendments to the Government Debt Act, which have been submitted to parliament by the parties “Progressive Bulgaria” and GERB. According to the amendments, individual investors will not pay fees or commissions for the primary purchase of government securities, as these will be covered by the state budget, investor.bg reports.
Citizens will be able to purchase government securities in two ways. The first is through primary dealers — banks or investment intermediaries that have a contract with the Ministry of Finance to participate in auctions organized by the Bulgarian National Bank. Investors will be able to go to a bank and indicate the amount of government securities they wish to purchase. The other option will be purchasing government securities through an application on the Ministry of Finance’s website.
