Bulgaria’s budget recorded a deficit of EUR 2.201 billion as of July 31, 2026, equivalent to 1.8% of projected GDP, according to data from the Ministry of Finance. Revenues under the Consolidated Fiscal Programme totalled EUR 26.347 billion, up 11.2% year-on-year, while expenditure stood at EUR 28.549 billion, or 50.3% of the annual estimates.
Tax and social security revenues increased by 9.1%. Expenditure increased due to higher pensions and wages, as well as greater capital investment. Interest payments reached EUR 649.7 million.
In July, Bulgaria received EUR 896.1 million under the National Recovery and Resilience Plan. The fiscal reserve stood at EUR 8.526 billion at the end of the month.
