Bulgaria is preparing a new approach to tourism funding and promotion, with better air links, changes to the tourist tax and easier access for visitors from key markets among the measures under consideration.

Tourism Minister Ilin Dimitrov said on September 2 that more than 100,000 airline seats had already been secured for the 2027 summer season, with more direct flights expected. A new fund would bring connectivity and promotion under one roof, linking the way Bulgaria markets itself abroad to how easily tourists can actually reach the country.

The plans would also change how revenue from the tourist tax is spent. At least half would be earmarked for promotion and better connectivity, with the rest going towards tourism infrastructure. Changes are also being prepared to regulate short-term accommodation and establish a Guarantee Fund for tour operators.

Easier access is another part of the package. The government is looking to expand the capacity of its consular services, with Türkiye a particular focus, and talks are under way on allowing Turkish tourists to obtain visas on arrival.
