Bulgaria’s debt in 2025 amounted to EUR 34.797 billion, or 29.9% of GDP, the National Statistical Institute reported. In 2024, it stood at EUR 24.977 billion, or 23.8% of GDP.

In 2025, the general government sector recorded a budget deficit of EUR 4.664 billion, equivalent to 4% of GDP.

The statistical data are compiled in accordance with Eurostat methodology. However, the National Statistical Institute has yet to receive the requested audit report from the National Audit Office on road infrastructure projects, meaning the deficit data may be revised, the statistical institute noted.

A comparative analysis shows a sustained increase in both the country’s budget deficit and public debt. The deficit stood at 2% of GDP in 2023, rose to 3% in 2024 and reached 4% in 2025.
