Outgoing Prime Minister Rosen Zhelyazkov said that the major issue concerning every European is the cost of living. ‘’It is high because, due to high energy prices, Europe has lost competitiveness compared to the United States and China'', added Rosen Zhelyazkov. A solution is being sought on greenhouse gas emissions trading that would be the best possible and acceptable to all EU member states, Rosen Zhelyazkov noted after the Informal EU Leaders’ retreat at the Belgian castle “Alden Biesen.”

Rosen Zhelyazkov described caretaker Premier-designate Andrey Gyurov as “polite and erudite”. He promised that the cabinet would do everything possible not only to ensure a smooth handover, but also to resolve most of the problems caused by the lack of a regular budget and political tensions.

''The public perception of the 'Petrohan' tragedy involves a wide range of strong emotions that resonate with every Bulgarian—there is anger, indignation, fear, anxiety, and there are questions that concern society, families, schools, and people of all ages'', outgoing Premier Zhelyazkov summarized. “This is a major national drama because we cannot answer complex socio-psychological questions; we cannot set aside everyday preoccupations, the election campaign, and the political debate”, Rosen Zhelyazkov said. He spoke out against politicizing the issue and reminded that the victims and their families have the right to have their honor and dignity preserved, and that the presumption of innocence applies even to those who are no longer among us.
