The United States extends the partial lifting of sanctions on Lukoil in Bulgaria

The United States has extended the derogation for Lukoil in Bulgaria by another six months. This is stated in a license issued by the Office of Foreign Assets Control (OFAC), part of the United States Department of the Treasury. The decision comes two weeks ahead of the deadline Bulgaria had - April 29, the government press service reported. Caretaker Energy Minister Traycho Traykov has noted that the decision is key to market stability.

The extension of the partial lifting of sanctions against the Bulgarian subsidiary of the Russian oil and gas company Lukoil will allow the oil refinery in Burgas to continue operating normally and at full capacity, commented caretaker Prime Minister Andrey Gyurov on Facebook. On April 9, he held a phone conversation with Marco Rubio.

The United States imposed sanctions on Lukoil and Rosneft at the end of October 2025 in order to reduce oil trade revenues in Russia’s budget.
